Drawing on more than 20 years of experience in the law
enforcement and labor fields, Thomas F. Walsh joins the ATPAM staff as a field
representative on Monday, November 26, 2001. Walsh will be responsible for
contract negotiation and the contractual rights of the membership. He will
work closely with Secretary-Treasurer Gordon G. Forbes in these efforts.
Walsh began his career in 1973 as a New York City Police
Officer, working in various precincts through out the boroughs of Manhattan
and the Bronx. For more than 15 years he served as an instructor in the
Firearms and Tactics section of the New York City Police Department Police
Academy, where he supervised 100-300 students yearly. He lectured on
life-saving tactics and strategies of the New York Police Department policies.
In 1995, Walsh became the second Vice President of the
Patrolmen’s Benevolent Association City of New York where he negotiated the
last two contracts for the Police Department. He was responsible for
approximately 26,000 members’ union, civil and contractual rights as well as
health and welfare benefits. He was a trustee of the union’s nineteen billion
dollar pension fund and accountable for the contingency fund of nine million
dollars. Walsh was also responsible for the daily operations of the union
staff of 150 employees.
Recognized by the Federal, State and Criminal Courts as an
expert witness on firearms and tactics, Walsh has also guest lectured to
civil, Municipal and Law Enforcement groups. Walsh is a graduate of Brooklyn
College and resides with his family in Melville, New York.
